About the localization questions. This game is a product of one twisted minded person that, although being bilingual, does not speak or understand Spanish beyond "una cerveza por favor" or Russian beyond "njet".
Unfortunately that one person is not much of a business genius and being a hundredaire or possibly a thousandaire does not allow him to snap his fingers and add new languages just like that.
There is the Chinese localization because of a player that wanted to make one and was willing to spend a lot of time to make it happen and test that it works. This is what made it possible to add it in the game.
So, the answer for most other languages is never. There will be new languages only if someone decides to hold down left Alt on the login screen, clicks on the Locale editor, right-clicks on the Locales and selects Create new. Then, after a couple of months and a few dozen email exchanges later, there could be your language in the game.
